Whenever I try to use the insertion option for my transport helicopter, the helicopter hovers at a height well over the default 20 meters, and changing the altitude doesn't do anything either. I'm assuming it's hovering at about 50 meters, because when trying to fast rope, there's a good 20-30 meter drop and the ropes themselves are 30 meters.

I've seen this too (with mods enabled including Advanced Rappelling. Haven't tested vanilla).
The best workaround I've tried in minimal testing is to use a slower insertion speed and make very sure the chopper has a flat and clear space for the insertion.
But I'm not going to pretend I've spent too much time looking into it yet but I have had this problem too.
