Is there a way to make a helicopter like the Kajman (attack helicoprer with transport capability) available as both CAS and Transport through the Player Combat Support module? I've attempted this by placing the unit, syncing it to the module, and adding the appropriate lines to the initialization field, but haven't had any success. The CAS field seems to override the transport field.

I'm going to guess no it's either one or the other. You might be able to swap it back and forth during the mission using script but a dev would have to answer that question.

If need be, the circle command on transport does an able job of simple overlook in a radius.

No it's not possible, but as you say a transport helo on overwatch (circle) and weapons free does a reasonable job.
